These terms are not sufficiently defined in the rule so that we know exactly what this means. If the rule were based on the ADA integration mandate -"integration appropriate to the needs of the individual" - then it should require the needs of the individual be determined first before considering whether a particular setting provides the appropriate amount of integration.
